"Breaking The Law" is a Campaign Story mission in Need for Speed: Heat.
It is the fifteenth and final mission of the Campaign Story.
Frank Mercer has gone into hiding as a consequence of WFFL 86's report on his chop shop racket. Ana, Lucas, and the player are, however, still targets for the remains of Mercer's group and have no way of rooting them out of the Palm City Police Department.
With the possibility of recovering the missing cars shrinking and them unable to directly turn to the police without risking crooked officers coming after them, Ana forms a plan to go from laying low to getting as much attention as possible.
Completing the mission will conclude the Campaign Story.
Prerequisite[]
Before the player can start the mission, they must be at REP LVL 30 or higher and have completed the previous mission from Lucas: "Upload".
The mission recommends the player use a car with a 280 performance rating or higher and a grippy setup for on-road.
Quickdraw Gas Station, Bayview Park[]
Location[]
The start location for the mission is at the Quickdraw gas station in Bayview Park.
Synopsis[]
Ana has a plan to clean up what remains of Mercer's High-Speed Task Force, but she needs to get the attention of the PCPD to catch them without having her efforts directed away by members of Mercer's group.

The player has to follow Ana.
Route[]
Ana will lead the player through Bayview Park, south into Eden Shores, and meet up with members of the League near the police station.
Synopsis[]
Ana isn't sure how to expose the remains of Mercer's group, but talking with Lucas and the player gives her an idea: create as much noise as possible for the cops and lead them to the container yard in Port Murphy.
She calls as many crews and members of the League as she can to help generate as much attention as she can although Ana, Lucas, and the player know they won't be able to discern the honest cops from the members of Mercer's group.

Objective[]
The player has to finish the race with Manta, Haley, Ciao-Ciao, and Lucas.
Route[]
Starting next to the police station in Eden Shores, the route loops a round the station to gain the cops' attention - at which point the player will jump to Heat level 3 - before leading south through Eden Shores and into Mendoza Keys.
As the route goes over both bridges, the racers will encounter road blocks for differing sides of the road before entering Cape Castille with a jump over swamp land onto the launch site, leading the cops under the rocket on the launch pad and pushing the player up to Heat level 5.
The remainder of the race leads northwest through Cape Castille and ends just as it enters Fairview Fields.
Failure[]
The player will fail the objective if they wreck or are busted.
Synopsis[]
Ana has managed to organise an impromptu race with Manta, Haley, and Ciao-Ciao to help get the attention of some cops. With Ana riding shotgun with the player, Lucas takes part in his first race for a long time.
As the race continues, more police attention is garnered by the racers, which starts to make the members of Mercer's group more anxious as the race nears Port Murphy.

The player has to leads the cops in pursuit to the docks in Port Murphy.
Route[]
From the finish line in Fairview Fields, the player must lead the cops west into Port Murphy and to the docks past the container yard.
Failure[]
The player will fail the objective if they wreck or are busted.
Synopsis[]
The race has been a success and the cops are closing in on Port Murphy. All the player needs to do now is lead them to the docks and expose the racket of stolen cars ready to be shipped elsewhere.

Synopsis[]
Ana's plan has worked and the cops have the docks surrounded except there's a major problem: the cops haven't arrested Mercer. As the player and Ana arrive, a member of Mercer's group is apprehended and tells them Mercer is still on site somewhere in the docks.
Before the cops can start searching for him, Mercer bursts out of a container in a BMW M3 GTR '06 and uses a ramp to jump a fence out of the docks.
Ana points out the cops will never be able to catch him, so she and the player have to chase him down.

Mercer's Escape[]
Objective[]
The player has to wreck Mercer's car before he's able to escape.
Route[]
Mercer will lead the player north out of Port Murphy, try to evade the player through a gas station in Frontera Hills, head east to loop around a warehouse, climb a winding road into Fairview Fields, and east across a bridge.
Failure[]
The player will fail the objective if they wreck, are busted, or let Mercer get too far away.
Synopsis[]
Mercer's trying to escape and the cops can't keep up. It's up to the player and Ana to take him down before he's able to disappear into the night.

Synopsis[]
Mercer's car has been disabled and he's left spinning out off of the road.
He starts to panic as the engine for the car fails to start, but is reassured he'll be able to escape as Torres approaches him on her BMW S1000RR, until she draws her pistol on him as she's approached.
Frank tries to persuade her to not turn him in, as he'll be able to implicate her as part of his operation. Torres agrees although her pistol is still drawn and pointed at him as the scene fades to black.

"Special Report: PD Responds to Scandal"[]
Synopsis[]
Over week after the Mercer's near escape from the PCPD, it is announced that they've called off their search for his missing body and is presumed dead.
The local news reports that the cars Mercer was attempting to ship out of the city have been recovered with the help of an unnamed street racer.
Following the events with Mercer, the PCPD appoints a new leader of the High-Speed Task Force: Eva Torres, and she quickly outlines that she has zero tolerance for street racing.

Today, police ended their search for the for the former head of their High-Speed Task Force, Frank Mercer. A statement confirmed while a body has yet to be recovered the former officer is believed to be dead. It's more than a week ago that the disgraced lieutenant attempted to escape police custody with a fleet of stolen high-performance vehicles. And almost succeeded were it not for the actions of a notorious, but as yet unnamed, street racer who aided the recovery of the cars, which a subsequent investigation revealed had been illegally impounded in a targeted operation spanning several months. Now following the scandal the task force have been swift to address public concerns and appoint a new officer in charge, they made this statement earlier today. |
Ana's New Wheels[]
Synopsis[]
Lucas gives Ana a new car to restart her street racing career: a Vovlo 242DL '75, which the player remarks is a perfect choice for someone just starting out as they walk out of the garage.
Ana isn't pleased, especially now that she's in the League and doesn't feel it will help her reputation. Lucas agrees and walks her over to a car the player is rolling into the garage with; Papi's Chevrolet Camaro SS '67.
She's left in disbelief and can hardly find words to speak until Lucas tells her it's her new car. As she walks towards the Camaro, Lucas admits that she's earned a lot of good will after finding Mercer's seized cars and eludes that he's joining Ana's crew.
As Ana gets behind the wheel of her new car, Lucas warns her and the player that, although they've earned a good reputation with the League, they're now the people everyone wants to race with and the cops will be looking to stop them.
While Lucas knows Ana and the player can hold their own against the cops, he asks for reassurance towards what they'll do if they get into trouble with law, to which the player has a simple response: "Don't get caught".

Completing the mission rewards the player with 26,500, 16,800, and the "Mercliless" award.
The BMW M3 GTR '06 Legends Edition is also made available for purchase from the car dealer.
