Frank Mercer is the main antagonist of Need for Speed: Heat.
He used to work as a lieutenant of the Palm City Police Department and led the the High-Speed Task Force with fellow police officers Eva Torres and Danny Shaw to stop the underground street racing scene that occurs in Palm City at night.
Head of Palm City’s newly formed High-Speed Task Force, Frank Mercer is a charismatic and commanding figure who presents a trustworthy face to the public. But after dark, he encourages the officers under his charge to break the law and exploit the city’s street racing problem for his own gain.
