It is offered after the player beats event #77: "Samantha's Big Tease".

Beating the event allows the player to proceed to event #79 of Underground Mode: "Enjoy the City Skyline".

Synopsis

Before the player can take on Eddie, they need to prove they're a capable driver.

Luckily, there's a way to prove that with a one-on-one sprint race, although it's against Samantha, and she's not too pleased to be challenged.
