Harlow is a fitness entrepreneur and a street racer participating in Lakeshore's illicit underground racing scene.

Born in 1995 in the United States of America, she's built herself up to the heights of the Lakeshore elite, but feels the same elite are ignorant towards her, and was hoping Mayor Stevenson's time in office would quell their racial profiling.

Safehouse[]

Her safehouse in the University Central district can be unlocked for use by the player by either successfully completing the Racer SOS: "Paid in Full" mission when active during the night session for Sunday, Week 2 or by purchasing access to it after Sunday, Week 2.

Harlow appears as a rival in the #09 position of the Racers League throughout Volume 8: "Cops vs. Racers", and drives a custom Chevrolet Corvette Stingray (2020) with a Tier A+ 268 performance rating.

Harlow drives a custom Chevrolet Corvette Stingray (2020) in Tier A+ rated events. It can be obtained as a possible Weekly Rap Sheet reward in Lockdown mode.

Upon being rewarded to the player, it is added to their Lakeshore Online mode garage.
