The Jailbird 2000 appears in the PlayStation release of Need for Speed: High Stakes and can only be used in Test Drive mode.
It is unlocked upon arresting 10 speeders with any Pursuit Lamborghini Diablo SV, or alternatively, with the cheat code "Whirly", although cheat codes disables progress saving.
