It is offered alongside events #107: "Drag King", #108: "Drift Champ", and #109: "Sprint Supremacy" after the player beats event #105: "Rotary Engine Drag".
Beating all four events allows the player to proceed to event #110 of Underground Mode: "Good Samaritan".
