Shimizu is a street racer participating in Lakeshore's illicit underground racing scene.
Born in 1993 and of Japanese heritage, he moved to Lakeshore at a young age. His talent was spotted by Rydell in the yearly 2000s, whom took him as his street racing protégé.

Rydells Rides: "Hey Jealousy"[]
In "Hey Jealousy", a Rydells Rides delivery mission triggered during the day session for Sunday, Week 3, Rydell contacts the player with a delivery task for his former protégé, Shimizu, his Ferrari LaFerrari (2016).
His car can be picked up from Rydell's Rydes in the Douglas Park district and has to be delivered to Rüdiger's safehouse in the Rosehill Drive district.
Upon completing the mission, Rydell will call to inform the player that both he and Shimizu were impressed with how quickly they delivered the car.

League: Volume 7[]
Shimizu appears as a rival in the #08 position of the Underground League throughout Volume 7: "Drift and Drag", and drives a custom BMW M3 Evolution II (1988) with a Tier S+ 382 performance rating.
As the second rival of round 2 in the Underground League, progress towards his objectives can only be earned from May 28, 2024 and after the player has defeated #09 in the Underground League: Obi.
